Usage: ON [#|+|-|^|&|@]JOIN [-|^]<parameters> [action]
This is activated whenever someone joins a channel you are on.
The parameters for the action are as follows:
$0 nickname of person who joined the channel
$1 the channel which was joined
$2 the modes on the channel if this user joined [not portable]
